Mix flour, beef, salt and pepper into a bowl, until all conbined and the right consistency (the batter needs to be thick enough to stick to the fish).
Put 1 piece of fish into the batter at a time.
Place into the hot oil. Put about 1cm of the fish into the oil and slowly moving back and forth a few times and then slowly slide the rest of the fish in the oil
Remove fish from deep fryer when golden brown.
Serve with tartar sauce or garlic aioli (see Sauces).
